Regional Inequality and Structural Changes: Lessons from the Brazilian Experience discusses regional and sectoral impacts of alternative strategies of economy development using a formal analytical framework. Trade liberalization, foreign direct investments and infrastructure policies are themes addressed in the study. In highlighting the significance of interregional and inter industrial relations in the economic development process, the book also introduces the spatial dimension of economic development in the debate on seemingly “aspatial” economic policies. The lessons derived from the Brazilian experience provide a benchmark for a better understanding of integrated regional systems in developing countries.

The Brazilian Multisectoral And Regional/Interregional Analysis Model (B-MARIA)
is the first fully operational interregional CGE model for Brazil. The model is
based on the MONASH-MRF Model, which is an earlier development in the ORANI
suite of CGE models of the Australian economy. The original version of B-MARIA
is designed for forecasting and policy analysis. Agents’ behavior is modeled at
the regional level, accommodating variations in the structure of regional
economies. The model recognizes the economies of 3 Brazilian regions. Results
are based on a bottom-up approach – national results are obtained from the
aggregation of regional results. The model identifies 40 sectors in each region
producing 40 commodities, one representative household in each region, regional
governments and one federal government, and a single foreign consumer who
trades with each region. Special groups of equations define government
finances, accumulation relations, and regional labor markets. B-MARIA and its
further developments have been widely used for policy analysis in Brazil.

partir dos dados da matriz inter-regional de insumo-produto para o Estado de São
Paulo. O modelo foi desenvolvido para análise de política tributária,
possibilitando o estudo rigoroso e consistente de implicações espaciais de
curto e longo prazo, com conseqüências importantes para políticas de
planejamento regional.
SPARTA (São Paulo Applied Regional Trade Analysis)

SPARTA (São
Paulo Applied Regional Trade Analysis) é um modelo inter-regional de equilíbrio
geral computável desenvolvido para análise da economia paulista e brasileira.
Sua estrutura teórica é similar à do modelo B-MARIA e se insere na tradição
australiana de modelagem em equilíbrio geral. O modelo SPARTA divide a economia
brasileira em duas regiões, São Paulo e Resto do Brasil, e identifica 7
mercados externos: Argentina, Resto do Mercosul, Resto da Alca, Nafta, União
Européia, Japão e Resto do Mundo. A principal inovação no modelo SPARTA é o
tratamento detalhado dos fluxos externos, especificando mercados de origem e
destino para as transações com o resto do mundo.

The
structure of the B-MARIA-27 model represents a further development of the Brazilian Multisectoral And Regional/Interregional Analysis Model (B-MARIA), the first fully operational interregional CGE
model for Brazil (Haddad, 1999). Its theoretical structure departs from the
MONASH-MRF Model (Peter et al., 1996), which represents one interregional
framework in the ORANI suite of CGE models of the Australian economy. The
interstate version of B-MARIA contains over 600,000 equations, and it is
designed for forecasting and policy analysis. Agents’ behavior is modeled at the
regional level, accommodating variations in the structure of regional economies.
The model recognizes the economies of 27 Brazilian states. Results are based on
a bottom-up approach – national results are obtained from the aggregation of
regional results. The model identifies 8 sectors in each state producing 8
commodities, one representative household in each state, regional governments
and one Federal government, and a single foreign consumer who trades with each
state. Special groups of equations define government finances, accumulation
relations, and regional labor markets. The model is calibrated for 1996; a
rather complete data set is available for 1996, which is the year of the last
publication of the full national input-output tables that served as the basis
for the estimation of the interstate input-output database (Haddad et al.,
2002), facilitating the choice of the base year.
This

EFES (Economic Forecasting Equilibrium System)

O modelo EFES foi
desenvolvido no âmbito do Projeto SIPAPE (Sistema Integrado de Planejamento
e Análise de Políticas Econômicas),
desenvolvido na FIPE/USP, cujo objetivo geral é a especificação e implementação
de um sistema de informações integrado para projeção macroeconômica, setorial e
regional, e análise de políticas econômicas. Como parte deste projeto, este
modelo de equilíbrio geral computável (EGC) está integrado a um modelo de
consistência macroeconômica, permitindo a geração de resultados desagregados
para 42 setores e 80 produtos, consistentes com cenários macroeconômicos
preestabelecidos. EFES é um modelo especificado com componentes de dinâmica
suficientes para gerar projeções anuais para a economia brasileira. Dessa
forma, podem-se observar trajetórias de investimento e acumulação de capital
por setor, uma característica até agora pouco explorada em modelos EGC. O
modelo EFES é baseado na estrutura teórica do Modelo MONASH, desenvolvido para
a economia australiana.

EFES-IT is a national computable general equilibrium
model. The structure of the model represents an extension of the EFES model,
which focuses on the disaggregation of its external sector. The EFES model
identifies 42 sectors and 80 commodities, 2 margin commodities (trade and
transportation services), 3 types of indirect taxes, and 5 different groups of
users (producers, investors, households, foreigners, and “other demands”, which
includes government). In its extension, the EFES-IT model, special attention
was given to the specification of international flows. The external sector was
disaggregated into five different components related to different trade blocs,
namely, Mercosur, Nafta, rest of Ftaa, European Union, and rest of the world.
It enabled the capability of assessing policy effects related to changes in the
structure and determinants of bilateral trade flows referring to the Brazilian
economy.

EFES-ARG is a national computable general equilibrium
model developed and implemented in order to evaluate the sectoral impact of
different aspects of Brazil’s commercial policy with Argentina. The model's
structure also represents an extension of the EFES model. This extension pays
special attention to the specification of international flows between Brazil
and Argentina. A top-down regional disaggregation module is also introduced.

MINAS-SPACE is a spatial applied general equilibrium
model to be used in the planning and the analysis of transportation policies in
the Brazilian state of Minas Gerais. The model is aimed at doing comparative static
analysis, explicitly incorporating iceberg transportation costs. Four
activities are modeled, namely, production, consumption, transportation and
exports. We assume two production factors: labor and other factors. In the
model, there are twelve domestic regions and three external regions.
MEECA

O modelo MEECA é
um modelo econométrico para geração de cenários economicamente consistentes de
longo prazo de projeções de culturas agropecuárias. A metodologia é baseada na
econometria espacial, levando em conta os efeitos espaciais, a saber, a
dependência e a heterogeneidade espaciais. Nas regressões incorporamos uma
série de termos espaciais, tais como efeitos de transboradamento, expansão
espacial dos coeficientes etc. Essa metodologia é aplicada para a estimação de
modelos econométrico-espaciais de algumas culturas agropecuárias, a saber, a
rizicultura, a sojicultura, a cultura do milho, a cultura dos outros produtos
extrativos, bovinocultura e outros produtos pecuários. O modelo MEECA está diretamente
integrado a um modelo de equilíbrio geral computável (EFES), garantindo a
consistência sistêmica das projeções.
